I'm interested in the wooden dowel rod set (24 inches). When I think of a set, I think of one rod at the top of the banner and one at the bottom of the banner. The description states "2 complete sets" (plural). So how many rods would I be receiving in total? Just wanted to make sure before I consider ordering. Thank you.
